Workforce Innovation & Opportunity Act

The Workforce Innovation and Opportunity Act (WIOA) is the primary federal legislation governing workforce development in the United States. Be More Initiative structures all grant-making to align with WIOA's mandate to serve individuals with significant barriers to employment — including returning citizens.

As a BMI subgrantee, your organization connects directly to the national workforce system, accessing state and local American Job Centers, Title I & II funding streams, and performance accountability frameworks.

How WIOA Serves Returning Citizens

  • Returning citizens are a WIOA-prioritized population for intensive employment services
  • Ex-offenders qualify for Individual Training Accounts (ITAs) for vocational certification
  • WIOA Title II funds adult education and literacy for justice-involved individuals
  • Subgrantees report outcomes into WIOA's federal performance measurement system
  • BMI ensures all funded programs meet 2 CFR Part 200 federal cost principles
